Michigan sentencing policies have contributed to a rapid increase in Michigan’s average prison length of stay, which is far longer than national norms. Yet research shows that lengthening sentences does not deter crime or reduce recidivism.

CAPPS promotes proportionate, cost-effective sentencing policies, including the use of alternatives to incarceration, where appropriate. CAPPS opposes policies that create or perpetuate wide disparities in the sentences of similar defendants who commit similar crimes.

CAPPS advocates for the restoration of “good time,” also known as disciplinary or sentencing credits for good conduct and program completion. This reform alone would save taxpayers millions of dollars every year. Michigan’s counties, almost every other state, and the federal government use credits to control the size of their prison and jail systems and to encourage positive conduct.
